  • The provision is inadequate The provider does not ensure children's safety and welfare.
  • There are significant breaches to the requirements set out in the 'Statutory framework for the early years foundation stage' (EYFS).
  • Children are not safe, as the provider has not arranged appropriate staffing across the provision to meet the needs of children attending.
  • This includes staff members working alone on an early shift with more children than the EYFS requirements allow.
  • Babies are cared for by unqualified staff.
  • This compromises their safety and wel -being.
  • Staff say that they keep records of regular checks on babies who are sleeping unsupervised in a separate room, but they do not produce these records when asked to do so.
  • Children's learning and development is compromised due to the lack of an ambitious curriculum.
  • That said, children behave wel and they engage in the play and learning experiences on offer.
  • There are times when staff support children's development by providing some interesting activities.
  • For example, children engage in water play where they explore objects that float.
  • However, not all staff have realistic expectations of children's development, and younger children do not always benefit from the play on offer as it does not effectively support their needs.
  • What does the early years setting do well and what does it need to do better?n The provider has not ensured that the designated safeguarding lead (DSL) andstaff have secure knowledge of safeguarding procedures and practice.
  • Despite the DSL and staff attending relevant safeguarding training, they do not understand their roles and responsibilities in protecting children from harm.
  • They have failed to take the correct action to protect children when a safeguarding concern arose.n The curriculum is weak.
  • Learning intentions for children are not clear andactivities are not always age appropriate.
  • On occasion, staff have unrealistic expectations of younger children, and they are therefore not engaged meaningful y in play.
  • For example, younger children become frustrated with an activity using glue when the cotton wool sticks to their hands.
  • Staff do not support children effectively during the experience.n Children with special educational needs and/or disabilities are not alwaysincluded appropriately.
  • For example, children spend long periods of time during their first weeks in the setting in a 'nurture room', which excludes them from building relationships and experiencing social interaction with their peers.n The environment used for food preparation and cooking is unsanitary, and thearrangements for the safe storage of pre-cooked food are poor.
  • Staff do not take appropriate action to ensure food is heated to a required temperature before it is served to the children.
  • This compromises children's health and wel -being.
