- The provision is inadequate The manager and staff do not have a secure understanding of safeguarding.
- This compromises children's safety.
- Most children seem happy to attend.
- However, the key-person system is weak and does not ensure that all children feel safe and build nurturing bonds.
- For example, babies who are new to the provision receive little or no attention from their key person and are given dummies to prevent them from crying.
- Expectations for children are not high enough.
- For instance, children are not encouraged to be independent with their personal needs.
- Babies and toddlers are not offered opportunities to feed themselves at mealtimes.
- Older children have their food cut up for them and drink from lidded cups.
- Staff do not promote an inclusive environment, where all children are helped to feel valued.
- For instance, at mealtimes children with special educational needs and/or disabilities (SEND) eat separately from the group, despite indicating that they wish to sit among their friends.
- This means that they miss out on opportunities to build social skil s.
- The poor curriculum means that children do not make the progress that they should.
- Nevertheless, children are generally wel behaved and show positive attitudes to their play.
- For example, children enjoy music sessions led by an external provider.
- They join in with songs and movements, showing engagement and enthusiasm.
- What does the early years setting do well and what does it need to do better?n The manager, who also owns the setting, has a poor understanding of her role.
- She has not identified significant breaches in the registration requirements and has not notified Ofsted that ownership has changed to a limited company.
- This means that children's welfare is not assured.
- The manager has sought help from her local early years team.
- However, the improvements made have not been enough to ensure the provision is good.n The manager does not know the correct procedure to follow if a safeguardingallegation or concern is raised about a member of staff.
