- The premises is not secure at all times.
- This means any person can enter the premises without supervision.
- Daily checks conducted by staff do not identify potential hazards to children to help keep them safe, particularly outdoors and the baby room.
- The baby room is unsafe, with many hazards.
- Children's behaviour is poorly managed by staff.
- Children throw objects, climb on furniture, push each other, and hit out.
- They are not always helped to learn about right and wrong.
- This hinders children's learning and puts them at risk.
- Many children are distressed on the day of inspection or left for long periods to cry.
- This is because they are hurt by other children.
- In addition, other children are not supported by a familiar key person.
- Children's emotional wel -being is not supported wel .
- Some children quickly become disengaged and wander around aimlessly because opportunities and experiences are not planned wel to meet their individual needs.
- However, some children enjoy some activities provided.
- For example, children show enjoyment as they splash in water and play imaginatively with soft-play equipment.
- Nevertheless, these experiences lack purpose and intention, other than to keep children occupied.
- Staff do not support children to develop a positive attitude towards learning.

- Staff do not receive effective training to help to raise the quality of teaching of the curriculum.n The key-person system is not promoted wel , and children do not consistentlybenefit from developing secure attachments with a key person.
- Staff changes and shortages mean children are not always familiar with some staff.
- Children's emotional wel -being is not successfully supported.n Some children become distressed because of the changes in the environment,and because they find it to be chaotic and noisy.
