  • Despite this, children are generally content.
  • They arrive happy to play and settle quickly.
  • Children develop sound physical skil s.
  • They develop small-muscle skil s as they use their hands and tools to manipulate dough.
  • This is because they spend some time at this activity as other resources in the room do not interest them.
  • Children are keen to play in the nursery's indoor 'physical area' where they enjoy construction resources, ball play and sand play.
  • However, despite children's obvious interest in this area, staff overly restrict the time children spend in there.
  • Children do not benefit from a wide range of interesting and challenging experiences which take into account their individual interests and learning needs.
  • As a result, children fail to make good progress in their learning and development.
  • Children do not develop independence and self-care skil s in line with their age and stage of development.
  • They do not receive the help they need with toilet training or using cutlery.
  • Children do not receive the consistent support they need to learn how to behave wel .
  • At times, they struggle to take turns with resources and during activities.
  • What does the early years setting do well and what does it need to do better?n Despite weaknesses identified at the previous inspection and subsequent visitsby Ofsted, leaders fail to make sufficient improvements to the quality of this nursery provision.
  • The educational programme is weak.
  • The provider has stil not ensured that staff have the necessary knowledge, skil s and experience to fulfil their roles.
  • Staff do not have a good enough understanding of how to observe, assess and plan for children's learning.n Planning for children's education is poor and teaching lacks focus.
  • Staff fail toidentify and focus their planning and teaching on what children need to learn next.
  • As a result, although children are general y amused and occupied at nursery, they fail to make sufficient progress in their learning and development.n Staff do not prioritise children's learning in the most important areas.
  • They donot recognise the importance of identifying areas where children need more support.
  • This means that staff do not provide effective support for children who are not making typical progress in their learning, particularly regarding communication and language development.
  • Children, including those in receipt of additional funding, are at risk of falling further behind.n The key-person system is not effective.
  • Although staff gather some informationabout children's likes and interests at home, they do not use this information to help them to plan for children's learning.
  • Staff do not follow children's interests at the nursery to engage them in learning as they restrict their access to activities they clearly enjoy.
